By law, UKA are not allowed to DBS check every person involved in the sport. Only qualified Coaches, Run Leaders, Technical Officials, Welfare Officers, Club Photographers, Team Managers and ‘Support Staff’ e.g. physiotherapists or strength and conditioning coaches etc can be checked. The only exception here is for young people aged under 16 who are qualified coaches or officials. By law, they cannot be DBS checked.
For roles in the sport that cannot be DBS checked, UKA have Self Declaration forms.
Self-Declaration Form 1 is for over 16 general volunteers. E.g. Parent Helpers or Club Secretaries.
Clubs should be asking their regular volunteers to complete the form and then keep the form on file. UKA recommend clubs renew the forms every three years.
Self-Declaration Form 2 is for under 16 qualified coaches and officials. This form should be completed and then either posted to Athletics Welfare, PO Box, Manchester, M33 6XL, or it can be scanned and email to firstname.lastname@example.org. Once UKA Welfare receive your form, you will be issued with a licence card. This licence card will last until the 16th birthday. A DBS check will then need to be applied for.
Both forms should be completed by the applicant and then taken with proof of name, address and date of birth to a club DBS verifier. There is a list of acceptable documents on each form.
The club verifier needs to check the information on the form matches the ID. They then also sign the form.
